SafeGaming™
What Ontario taught us
Ontario launched iGaming in April 2022 — 50+ operators, $69.6B in wagers. The revenue worked. The compliance didn't.
No Standards
Each operator built their own compliance training — no centralized platform, no consistency, no regulator visibility
$285K+
Fines levied against operators (BetMGM, theScore, others) — not for money laundering, but for documentation gaps
70,000
Compliance reports backed up after FINTRAC's 10-month cyber outage — each taking up to 1 hour to file manually
50+ Siloed KYC
Each operator runs its own identity verification — no shared player credential, no interoperability, no unified regulator view. Players re-verify at every site.
The lesson: Leaving compliance training and identity verification to individual operators — with no standardization, no shared credentials, and no regulator visibility — creates an expensive, risky mess. Alberta has the chance to not repeat this mistake.
There's a better approach — 30 seconds of friction.
One player verification. One common standard. The entire system is trusted.
It starts with verifiable credentials.

SafeGaming™
Alberta iGaming launches May 20th
Players need to be verified. Operators need trained workforces. Responsible gaming needs infrastructure — not a patchwork of vendors.
Identity
Every player must be verified for age and Alberta residency before accessing iGaming platforms
Training
Operators need workforce compliance training. Players need responsible gaming awareness.
FINTRAC
Regulatory compliance isn't optional — identity verification must be baked in from day one
The question isn't whether you need this infrastructure.
It's whether you build it from scratch — or partner with the team that already built it in BC.

SafeGaming™
We've already built this — in BC
Since 2019, WKT has been the BC LCRB's trusted partner — fully managing their Responsible Service BC training storefront end to end.
BC LCRB — Partner since 2019
- Full operations — LCRB outsources the entire training program to WKT
- Course development & delivery through our technology platform
- Complete customer support & admin for all learners
- SOC 2 Type II compliant — built for government & regulator trust
The New Challenge: Fraudulent Credentials
- LCRB facing a growing problem with fraudulent training certificates
- Working with BC Digital Trust team to solve it using verifiable credentials
- Same technology powers age & identity verification
- BC now migrating from BC Wallet → Oliu™ for interoperability
Six years of government partnership. Now solving credential fraud with the same tech that powers SafeGaming™ ID.

From provincial wallets to a national network
BC built a provincial wallet. It works — but it's a walled garden. They're now moving toward the Oliu™ wallet because they want interoperability.

SafeGaming™
How verifiable credentials work
National rails for identity and credential verification — aligned with the federal One Canadian Economy priority.
What is a W3C Verifiable Credential?
- An open global standard for digital credentials (W3C Recommendation)
- Cryptographically signed — impossible to forge, falsify, or alter
- Three-party model: Issuer creates it, Holder controls it, Verifier trusts it
- Privacy-respecting — holders choose what to share
- Machine-verifiable in real-time, no phone calls or manual checks
Why interoperability matters
- Canada's One Canadian Economy Act (Bill C-5, in force Jan 1, 2026) removes interprovincial barriers to trade and labour mobility
- VCs provide the national digital rails to make credentials portable across provinces
- DIACC Pan-Canadian Trust Framework ensures interoperability between public and private sector systems
- A SafeGaming™ ID issued in Alberta is verifiable anywhere in Canada

Because every player is credentialed on the network, self-exclusion works across every operator — not just one site at a time.
This is a concept overview. Full self-exclusion design would be scoped in the discovery phase.

SafeGaming™
Alberta can lead
SafeGaming™ ID is a national credential. Alberta iGaming Corp would be the first jurisdiction to adopt it.
Born Here
Oliu™ technology was built by ATB Ventures — the Government of Alberta's own innovation arm. This tech is coming home.
Proven
Not a concept. LCRB is live in BC with real learners, real wallets, real verification. We're bringing the same stack to Alberta.
National
SafeGaming™ ID is designed to work across Canada. Alberta adopts it first — other provinces follow the standard you set.
You're not buying a custom build. You're adopting a national standard early — and shaping it for gaming.
15 / 18
SafeGaming™
Start where you need
SafeGaming™ is modular. You don't have to adopt everything on day one.
✦ Foundation
SafeGaming™ ID + Operator API
The core platform. Identity, age, and residency verification for every player via the SafeGaming™ ID credential. Operator login integration for seamless, network-wide verification across all approved sites.
